Laurel and Hardy, 1928: municipal bandsmen who cannot follow a conductor and then cannot keep their clothes on in a street fight that becomes a pants-pulling epidemic. Edgar Kennedy directed. Two reels. The horn, the sidewalk, the crowd that joins in. It is the short in which their incompetence is contagious: a city catching their timing.
